Create sample database for use in new sample templates

Description

A sample database must be created that other designers can use as a base for their own design submissions. There may end up being different sample databases for different use cases; already we have two – one for the Classic template set and one for the radio templates – but more may be called for. When other databases are created, they will also have to be put up on the site for download.
