Associate article types to publications and/or sections

Allow for association of article types to publications and sections, thereby limiting their display in dropdowns on Add Article screen. Handle this through section and publication/section configuration, or thru the article-type list (e.g. use in all, use in publication/section x).

The feature would be particularly useful for old publications.
