send info about problems with cronjobs to campsite administrator

Fresh installation of 3.2.0 sends every minute email with following error to apache/system admin because the target php script fails: 

PHP Notice:  Undefined index:  HTTP_HOST in /var/www/test/html/include/campsite_constants.php on line 20

It would be nice if these cronjob scripts will handle such errors and send notifications to campsite administrator instead of system/apache admins, because they usualy (especially on hosted sites) have nothing to do with campsite application.

Also, sending error message every minute is really too much.
