Make it easier to install sample template packages through admin interface

Description

Users should be able to install the sample template packages through the admin interface. In such a use case scenario, a user would simply download the template package of their choice locally, then upload it to their Campsite; the admin interface would parse the file and ask the user if they want to install only the templates or if they want to install the entire Campsite database as well.
