Add ability to assign fixed URLs to section pages

Description

Allow to specify URLs for section pages in the admin user interface.

For example, section sports in publication TOL, could have a fixed simple url, such as sports.tol.org or tol.org/sports

This would allow for easier redirects to and promotion of certain parts of the site, as well as greater power to the journalist… Plus would instantly help with some redirects on the Campware.org site
